Help with Personal Messages

Trying to communicate with another user and when I send the message it stays in my outbox, but does not send out? What am I doing wrong?

Correct, once it's delivered to the intended inbox, your copy remains in your outbox until the recipient reads it then it moves to your sent box, that is how you know it has been read.
